The Trump administration has released a comprehensive Maritime Action Plan designed to revive the U.S. shipbuilding industry and strengthen the nation’s maritime infrastructure. The plan outlines several key initiatives, including the creation of maritime prosperity zones to attract investment, expansion of U.S.-built and U.S.-flagged commercial vessels, reform of maritime workforce training and education, regulatory streamlining, and the establishment of a Maritime Security Trust Fund to support infrastructure upgrades and shipyard modernization.

A significant portion of the funding is tied to port fees levied on cargo arriving aboard Chinese-built ships — fees that both the U.S. and China agreed to pause for one year. The plan has received support from shipyard operators, investors, and bipartisan lawmakers who highlight its alignment with the SHIPS for America Act, which similarly targets domestic shipbuilding revitalization.
