Concentrated Inspection Campaign on Crew Wages by PSC

The Tokyo and Paris Memoranda of Understanding (MoU) on Port State Control have announced a joint Concentrated Inspection Campaign (CIC) focused on crew wages and seafarer employment agreements, in line with the Maritime Labour Convention, 2006 (MLC, 2006).

This campaign, running from September 1 to November 30, 2024, aims to raise awareness and ensure compliance with MLC, 2006 standards across the global shipping industry.


Objectives of the CIC

The primary goal of the campaign is to verify that ships comply with MLC, 2006 requirements regarding:

  • Valid and signed seafarer employment agreements
  • Access to employment terms and conditions
  • Availability of agreements in English
  • Inclusion of mandatory elements in contracts
  • Timely and accurate payment of crew wages
  • Maintenance of wage accounts and deductions
  • Adherence to collective bargaining agreements
  • Provision of financial security certificates for repatriation and compensation

Why This Matters

The Panama Canal, completed in 1914, is a vital maritime route connecting the Atlantic and Pacific Oceans. It handles approximately 5% of global maritime trade and nearly 40% of U.S. container traffic, making it a key asset in international logistics and commerce.


Global Impact and Reporting

The results of the inspections will be analyzed and submitted to the governing bodies of both MoUs. Findings may also be shared with the International Labour Organization (ILO) and the International Maritime Organization (IMO) to support global maritime labor standards.


Promoting Seafarer Welfare

By launching this joint CIC, the Tokyo and Paris MoUs aim to:

  • Promote fair treatment of seafarers
  • Ensure compliance with international labor standards
  • Enhance transparency and accountability in maritime employment practices

This initiative reinforces the commitment of port state control authorities to uphold the rights and welfare of seafarers worldwide.
